SUBJECT: ACDA Report on Arms Control Policies in the Middle East
I have reviewed the package of material that you forwarded on the issue
of whether there should be a linkage between a General Assembly Resolution on
establishing a Middle East Nuclear Weapons Free Zone (MENWFZ) and a call on
the Arabs to make peace with Israel in accordance with Security Council
Resolution 242. From an intelligence standpoint I would offer two
observations on the package. First, there are many area states that do not
accept the Camp David formula for a peace process and likely would sidetrack
the ME WFZ if the two were linked because they would construe the latter as
tacit acceptance of a formula they have already rejected. Second, the
proposal would add a new element to an al complex peace process and would
be unlikely to foster progress on either.
