Approved For Release 2007/03/02 : 10018-2 Washington. D. C.20505 Dear Gene, JUL 1982 Thank you for sending me copies of your correspondence with Bill Clark on the need for vigorous and effective American leadership in the Middle East. I certainly agree that mutual recognition by both Arabs and Israelis is the key to stopping recurring violence such as the present Lebanon tragedy. Sincerely, is nC ^"-", CJo k W4i i am J. Yours, as ever, Letter to Judge Clark, with enclosures The Honorable William J. Casey, Director, Central Intelligence Agency. SECRET UNCLASSIFIED when separated from attachments Approved For Release 20D7/03/02 CIA-RDP83M00914R002100110018-2 Approved For Release;2007/03/02: CIA-RDP83M0094%62100110018-2 THE DIRECTOR OF CENTRAL INTELLIGENCE DD I 5 6/ 28 June 1982 National Intelligence Council NOTE FOR: DCI SUBJECT: Draft Letter in Response to Eugene Rostow's Correspondence with Judge Clark I suggest the attached very general acknowledge- ment of Eugene Rostow's suggestions to Judge Clark, which essentially include: - Recommendation for an NSC meeting to consider Middle East arms control issues, including a? Middle East nuclear free'zone - which Rostow would like to-link with Arab recognition of Israel. - Suggestion we-take full advantage of the Soviet Union's "defeat" in Lebanon - and get Syria and the PLO out of Lebanon. - A defense of Israel's action in Lebanon, and in the more general sense a plea for more understanding of Israel's problems. 2. My opinion is the views expressed are one- sided. and the arms control proposals unrealistic. Rio7eESx Attachment: Draft 'Letter Approved For Release 2007/03/02. CIA-RDP83MOO91.4R0021001.10018-2
