SUBJECT: Draft Letter in Response to Eugene
Rostow's Correspondence with Judge
Clark
I suggest the attached very general acknowledge-
ment of Eugene Rostow's suggestions to Judge
Clark, which essentially include:
- Recommendation for an NSC meeting to consider
Middle East arms control issues, including a?
Middle East nuclear free'zone - which
Rostow would like to-link with Arab
recognition of Israel.
- Suggestion we-take full advantage of the
Soviet Union's "defeat" in Lebanon - and
get Syria and the PLO out of Lebanon.
- A defense of Israel's action in Lebanon, and
in the more general sense a plea for more
understanding of Israel's problems.
2. My opinion is the views expressed are one-
sided. and the arms control proposals unrealistic.
