SUBJECT: NSDD on Central America
I have one important modification to suggest to the NSDD on Central
America in its final form, which Bill Clark circulated for comment. On
page 4, the second paragraph, third sentence, it says that Nicaragua will
face three options. There is a fourth which should be added, namely,
striking a deal with us and her neighbors for the purpose of building her
strength in order to hit harder at their neighbors at a later date.
