This is in response to a request from your office for
the views of the Central Intelligence Agency on Enrolled
Bill S. 907, which will provide federal criminal penalties
for violent attacks on Cabinet officers, Supreme Court
Justices, and Presidential staff members. We recommend that
the President approve this legislation.
Events of the past several years have demonstrated a
clear need for this measure. The Federal Government has a
compelling interest in assuring the physical safety of its
senior officers to prevent disruption of essential government
functions. The legislation will contribute to deterrence of
violence directed at heads of executive departments and
their deputies, the Director and Deputy Director of Central
Intelligence, the Justices of the Supreme Court, and senior
members of the President's staff.
