FOR YOUR CONCURRENCE OR COMMENTS:
1. These proposed revisions, initiated by the Office of Finance,
provide guidance on certain funds usage and/or reporting requirements
placed on the Agency by Section 103 of the current ast Intelligence
Authorization Acts. The substantive changes i are necessary to 25X1
more accurately distinguish between funds under the allotment cognizance
of the Comptroller and of the Director'of Finance in accordance with
existing procedures. Additionally, the changes in paragraph 14 of 25X1
are made to delete the requirement that allotment actions must be requested
by memorandum.
2. Please forward your concurrence and/or comments to the undersigned
by_10 May 1982. Concurrence sheets are attached for your convenience.
