1. This to confirm our conversation that th Executive
Director prefers that reference regulation not be STAT
changed. The present rovides for the payment of expenses STAT
relating to the conduct of non-routine business and the promotion
of relationships which further the DCI's duties and
responsibilities. The intent of the regulation is to authorize
the extension of courtesies and amenities for senior officials
and prominent citizens when necessary to conduct Agency
business. The proposed revision, of substituting "key personnel"
for "senior staff," substantially changes the intent of this
regulation. Similarly a change in authorizing officials--to
include senior Agency officials--is a delegation of authority
which is presently limited to the DCI, DDCI and Executive
Director. It is the Executive Direntor's view that the
authorizing authority should remain at the present level. Note
the present regulation permits exceptions when approved by the
Executive Director, preferably in advance.
