appropriate Operating Officials, determines the positions or
families of positions to be designated as shortage category
for the purpose of approving travel at Government expense from
the place of residence to the first duty post in CONUS.
Designation of shortage category positions will be limited
to those where substantial evidence exists that the qualifications
required for such positions are so unique, competitive, or
difficult to locate that efforts to fill present or projected
Agency requirements are significantly hampered
