THE SECRETARY OF STATE THE HONORABLE WILLIAM CASEY THE DIRECTOR OF CENTRAL INTELLIGENCE SUBJECT: Public Affairs Strategy for El Salvador Events of the past week have underscored the need for a care- fully crafted, integrated public affairs strategy and a structure which can exploit opportunities as they may arise. Accordingly, the President requests that the Core Team of the NSDD-21 Management Group should assume direct responsibility for public affairs issues related to El Salvador. The..-Core Team will consist of one representative each from the-Departments of State and Defense, the DCI, the JCS and the NSC staff. The Core Team recommendations will be reviewed by the NSC prior to implementation. William P.
