1. Mr. Pumphrey opened the meeting by welcoming the representatives
and, on behalf of the Chairman, HRC, extended his appreciation for their
participation. He then gave a short background statement concerning the
reasons for calling the meeting. Lt. Col. Coulson, Army OACSI, was then
asked to provide a description of the circumstances which had aromoted
General Meyer to request the DCI's assistance.
