Dear Bill,
Thanks for seeing me yesterday.
I am responsible for preparing a detailed action plan for an
alternative sea-bed mining regime to implement the President's
decision not to sign the LOS treaty. Part of the action plan includes
sending a Presidential emissary abroad to help dissuade our major
allies from signing the LOS treaty and to persuade them to join us in
an alternative sea-bed mining regime. The thought occurred to me that
former Secretary of State William Rogers would be ideal for such a
high-level mission.
