I have made notes and raised questions in the margins. Everything could be improved but I admired its comprehensiveness and specific qualities because it covered so many implications and ramifications. It would benefit from a summary of various ways in which the unavailability of Western oil and gas.equipment would be likely to impact the whole range of Soviet capabilities and policies along the lines of your summarization at this morning's staff meeting.
