SUBJECT: Papers on the Pipeline Issue and East-West
'Economic Relations
I spoke with the DCI this morning (8 September) to get his guidance on
the three projects which are being prepared on various aspects of the
pipeline issue and East-West economic relations. He agreed to the
followinq:
(1) There will be a special NFIB session to consider the SNIE on the
Soviet Gas Pipeline in Perspective on 21 September. This means
getting a first rough draft for internal review by c.o.b. the
10th, fixing it up over the weekend, sending it to the reps on
Monday, the 13th, and having the rep session on the 15th. The
Terms of Reference will go out today.
(2) The SOVA paper on Implications for the Soviet Economy of !m5argo
on Oil and Gas Equipment and Technology should be published
separately.
(3) I am revising my policy support piece, The Basis of a resubmit to
Allied Policy on Economic Relations with the US R, to
the DCI so that he could send it to selected officials later this
week .
