Background: Several. weeks ago, Secretary Shultz raised questions about our views on developments on the international financial front. The attached report addresses the Secretary's concerns which were raised during a recent luncheon. The report itself focuses on the countries that are in financial trouble, the nature of the problem, and some of the risks that we are concerned about.
