2. Background: Several. weeks ago, Secretary Shultz raised
questions about our views on developments on the international
financial front. The attached report addresses the Secretary's
concerns which were raised during a recent luncheon. The report
itself focuses on the countries that are in financial trouble,
the nature of the problem, and some of the risks that we are
concerned about. Because of our concern about fast-moving events
on the debt front, we intend to publish a biweekly si.tuti report
on international financial issues beginning next week. I I 25X1
