Approved For Release 2007/CEM Central Intelligence Agency MEMORANDUM FOR: The Honorable William P. Clark Assistant to the President for National Security Affairs 1. The CIA will undertake the study on economic sanctions that you requested on 7 August. We plan on completing this project by early November. 2. As currently envisioned, the study will consist of two parts. The first will be a broad analytic overview designed to assess the effectiveness of economic sanctions and evaluate the factors that influence their impact. The overview will draw from the second part -- a series of case studies that we will undertake on specific instances where economic sanctions were applied. We would expect to do a dozen or so such case studies. They will look at objectives of the sanctions, their economic impact, political effect the lessons to be drawn from their specific application. 3.
