C 20505 12 October 1982 MEMORANDUM FOR: Assistant to the President for National Security Affairs FROM: Director of Central Intelligence SUBJECT: Economic Sanctions: An Historical and Conceptual Analysis On 7 August you asked that we undertake a historical and conceptual analysis of. the use of economic sanctions in a variety of political settings. This study includes these thirteen case histories of the application of sanctions: 1935-36 1948-Present 1960 1961-62 1962-Present 1965-79 1971 1973-74 1977-80 1978-79 1980-81 1980-81 1982 League of Nations Sanctions on Italy Arab League Boycott of Israel USSR Sanctions on PRC OAS/US Sanctions on Dominican Republic US/OAS Sanctions on Cuba UK/UN Sanctions on Rhodesia French Sanctions on Algeria OAPEC Oil Embargo on the United States US Sanctions on Pakistan US Trade Embargo on Uganda US Sanctions on Iran US Sanctions on USSR (Afghanistan) EC Sanctions on Argentina Drawing on the information in these case studies as well as on open literature, we have examined each of the elements affecting the formulation and implementation of sanctions. The result is a framework for understanding the potential and limitations of sanctions as a foreign policy instrument, which can be used to assess whether to impose sanctions as a sponsor and how to respond to sanctions as their target. I find'it an. extraordinary piece of research and analysis and most interesting and think we should publish it. What is your view? 0 William J.
