SUBJECT: Possible Soviet Responses to a Liberalized US
Policy on Grain Sales
1. Action. None - for your information only. ^
2. Background. In view of recent US policy discussions
about sales of grain to the USSR, SOVA and OGI analysts have
taken a new look at Soviet import needs. This memorandum
examines the benefits that the Soviets might derive from the
offer of large amounts of American grain on liberal terms and
the limits to the leverage that such an option might provide
the United States.
