1. Forwarded herewith are the results of an Interagency Group/Counter-
intelligence (IG/CI) study of issues relating to a lessening of the foreign
intelligence threat to the United States through reduction of the presence and
restrictions on the travel of hostile foreign nationals in this country. F
2. IG/CI consideration of the four proposals concerning limitations on
the Soviet presence, on which no agreement could be reached, was completed
prior to the recent change in Soviet leadership. In this context, the IG/CI
takes note of the Secretary of State's desire that no new initiatives with
respect to the Soviet presence in the United States be taken until the state
of Soviet-American relations is clarified.
3. The IG/CI understands, therefore, that while analysis and planning to
implement the four proposals affecting the Soviet presence will continue,
implementation will await policy guidance from the SIG-I.
