SUBJECT: Briefing of the House Appropriations Defense Subcommittee Re FY81
National Foreign Intelligence Program (NFIP) Supplemental
Budget, 8 April 1981
1. On Wednesda 8 April 1981, the Deputy to the DCI for Resource Manage-
ment, appeared before the Defense Subcommittee of the House 25X1
Appropriations Committee to present the FY81 NFIP Supplemental request. The
briefing began at 1330 hours in Room H-140, The Capitol, and ended at approxi-
mately 1500. A transcript was taken by the House reporters. 0 25X1

6. Chairman Addabbo opened the hearing and said that due to the fact
the Committee would be marking up the Supplemental on the 10th they would
need answers to questions submitted for the record by the 9th! 25X1
summarized his prepared statement, mentioning that OMB had approved the 25X1
=purchase. This supplemental contains "fact of life" increases, inflation 25X1
items, etc. He gave a general background on;;pri ssumptions in the GDIP,
service by service, and the attendant problems. I

7. Chairman Addabbo asked some specific questions about an item in a
Reserve Release for construction at the Beijing Embassy. (Some confusion
among Members about the proper spelling and pronunciation of the capital of
the PRC.) Mr. Murphy, of the staff, also questioned some apparent incon-
sistencies in the figures for Embassy construction and was a reed that
detailed information would be submitted for the record.
8. Representa Chappell asked a series of questions about the U2-R
I labout cost overruns, launch dates, and the number of
agent sets planned for. Additional information will be provided for in
answers to questions for the record. II
9. The meeting ended at approximately 1500 hours with a reiteration of
the need for answers to q s for the record in time for markup of the
Supplemental on 10 April.
