SUBJECT: Integrated Remote Sensor System Study (IRSSS)
The major potential outcomes of the study that would have been of
concern to us were:
- Integration of the DoD and civil meteorological satellite
programs with potential negative impact on the support provided to
NRP imaging satellites.
- Integration of NRP and civil imaging systems with potential
negative impact on security and the usefulness of the NRP.
Renewed pressures for unwarranted declassification of NRP
imagery.

SUBJECT: Integrated Remote Sensor System Study (IRSSS)

For the past six months I have served as the DCI representative
on the Integrated Remote Sensor System Study (IRSSS). This memorandum
provides the current status of the Study efforts which started on
4 January 1979. The Study group has examined numerous options for systems
integration and is fi i a SECRET draft for comment and coordination
by the principals; an annex for only very limited distri-
bution is also being developed.
In conducting the study effort, we found that the civil sector
requirements had never been clearly defined. This presented a signifi-
cant problem when trying to devise integration options to satisfy these
requirements and to relate them to DOD and intelligence requirements.
Another difficult area in the Study group has been the appropriate use
of cost/benefit trade-off methods to evaluate integration options. As of
this time, this latter area is still under discussion.
The area the Study found to be most promising for potential
integration involves METSAT and National Oceanic Satellite System (NOSS)
space segments and ground segments. The majority of the savings
identified in the Study result from the deletion of one civilian
METSAT and the convergence with METSAT of most of the instruments from
the NOSS. Other levels of integration seriously considered in the Study
involved only the further integration of civil systems. The METSAT
convergence issue is much like that in the Polar Orbiting Operational
Meteorological Satellite Coordination Board (POOMSCOB) Report. Such
convergence could potentially impact weather support to NRP imaging
satellites. In this regard, Dr. Brown recently provided a memorandum to
OMB based on the POOMSCOB report stating he could support the METSAT
integration recommended in the Board's report only if the convergence
were to occur through augmentation of the Defense Meteorological
Satellite Program (DMSP) to support civil needs. (Memo attached.) Under
an arrangement such as suggested by Dr. Brown, there would appear to be
little to worry about regarding METSAT support to NRP imaging satellites.
The integration of METSAT would not appear to change this situation.

The classified annex is planned to include an examination of which
civil requirements could be uniquely satisfied by the NRP systems.
For reasons of classification and cost effectiveness, however, no
actual options for integration involving intelligence systems have been
put forward in the Study. The classification issue will be mentioned
in the annex but reference will be made to the Declassification Study
resulting from PD-42 where, as you recall, the subject was exhaustively
treated.
As the report progresses I will keep you informed.
