MEMORANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE
THRU THE DEPUTY TO THE DCI FOR RESOURCE MANAGEMENT
SUBJECT: Integrated Remote Sensing System Study
The Integrated Remote Sensing System Study has finally led to the
signing of PD/NSC-54, "Civil Operational Remote Sensing." In the out-
come, we were able to maintain the three part structure in remote sensing
from space. With regard.to the intelligence community interests this
structure calls for "Separate classified activities that have no civil
counterparts." With regard to the other main interest to the intelligence
community, it was decided that, "Defense and Commerce will maintain and
coordinate dual polar orbiting meteorological programs."
There is, of course, other guidance in the PD; however, the above
summarizes the intelligence community's major interests. In summary, it
appears that although considerable time and energy were required, the
objectives of the intelligence community were achieved.
