Background? a. Special Project COPE PACE (SPCP)--a PACOM CPX--is the next exercise in which national collection systems will be tasked to support tactical `,intelligence needs and then evaluated in a performance sense. ' b. COPE PACE will take place between 23 and 30 October 1978. Test objectives are summarized in Paragraph 3.c. of the reference. c. Proposed memorandum at Attachment 1 identifies those test-related activities which the PAO observers plan to visit in both Hawaii and Korea. It also asks that the various commands be prepared to discuss those PACOM programs included in the FY 80 25X1 NFIP. d. Proposed memorandum is required because we need to have someone in DoD sponsor our visit to COPE PACE. Since the Air Force is the executive agent for the test, we are directing our request to Maj. Gen. Brown, the AFACSI. The Air Force Action Officer, Maj. Jerry Reynolds, has been informed of the nature of our request. 4. ~ Recommendations: That you: ' a. I have asked of my Program Assessment Office, to visit Special Project COPE PACE during the period 25 October to 2 November 1978 far the purpose of developing an appreciation of the problems associated with using national intelli- gence systems to satisfy, theater intelligence collection requirements. Since we need someone in!DoD to sponsor the proposed visit, I would 'appreciate it very much if your office could serve as our point of contact with PACOM in this regard. I would also appreciate it if you could sponsor a request far theater clearances for these individuals. 2. Objective of this trip is to visit test-related activities in Hawaii and Korea. The individuals identified above are interested in a wide range of national/tactical interface issues in which the Director of Central Intelligence and'I have both a programmatic and budgetary i nterest.~ '~ 3. In addition, would like to participate in an informal discussion of the P COM programs included in the FY 80 National Foreign Intelligence Program. These discussions should include at a minimum the following subjects: PACOM plans for the Defense Dissemination Program, PACOM Data Services Center, ADP facility for Korea and reconnaissance facility for Korea. 6. Request that appropriate BOQ reservations be made in Korea to support the above visits.' Further request that ground transportation be arranged.
