SUBJECT : Alert Memorandum on USSR-Afghanistan (U)
We are preparing an Alert Memorandum on Soviet activities in
Afghanistan. It is being drafted by OSR and OPA. The NIO/W, on
behalf of the NIO/USSR-EE and NIO/NESA, plans to seek Community
coordination tomorrow morning, 13 September.
Due to the potential political sensitivity of this Alert
Memorandum, please hold knowledge of its existence to a minimum.
