1. Recent events have emphasised the difficulty the
Directorate of Operations is experiencing in recruiting and
hiring ethnic officers who possess native fluency in :foreign
languages and native American officers who possess language
ability but who are married to aliens. There is an obvious
difficulty in hiring these individuals in view of Headquarters
Regulat ior_ paragraph 3b. (c) and (d). 5 TAT I N T L

foreign relatives which would permit their employment, and
also provide the security safeguard required in these cases.
To pursue this matter further, it would be appreciated if you
would send a representative from the DDO to a meeting scheduled
for 1600 hours 20 June 1978 in the Office of Security conference
room, 4E-64. Attendin the mee in addition to your rep-
resentative, will be a representative from the
Office of Personnel, an a representative from the Office of
Security. Although I do not expect a solution to be found
during this discussion it will give us an opportunity to look
at a number of options which may be available to help us to
resolve this problem.
