Security to inform employees of the new security requirements for
access to remote terminals.

1. To implement the requirements of Director of Central Intelli-
gence Directive 1/16, "Security of Compartmented Computer Operations,"
Agency personnel having access to Office of Joint Computer Support
(CUJCS) computer systems through remote terminals were required to hold
security approvals for access to all compartmented data contained in
those systems (e.g., Special Intelligence, TK, and Because of 21A
the proliferation of remote terminals and an increase in t e number of
personnel using those terminals, compartmentation based on the "need-to-
know-l" principle has been weakened.
2. In accordance with the provisions of DCID 1/16, the CIA member
of the United States Intelligence Board granted a waiver of the above
requirement on 7 April 1975. As a result, access to OJCS systems through
remote terminals requires, as a minimum, approval for Special Intelligence
(SI) material in addition to an Agency Top Secret clearance. Approval
for other compartmented data (e.g., TK and- is required only to 25X1 A
use terminals specifically designated for such data.
3. Personnel who previously received compartmented clearances
solely to satisfy the requirements of DCID 1/16 should contact their
administrative officer to arrange for debriefings on the clearances no
longer needed. The administrative officer will make arran ements with
the Special Security Center, Office of Security, extension 25X1 A
4. If remote terminal users encounter spillage (data not requested)
either through terminal or hard copy out ut, they should report it to
the OJCS Security Officer, extension or the Chi Information 25X1 A
Systems Security Group, Office of Security, extension 25X1 A
