MEMORANDUM FOR THE RECORD
SUBJECT: Civil Rights Division Investigation of Agency Activities
1. On this date Mr. Frank Allen, Deputy Chief, Criminal Section,
Civil Rights Division, met with the undersigned to discuss the subject
topic. He began by stating that the investigation of the Fairfax break-in
was completed, except for the interviews of employees and former employees
by the FBI. After these interviews are accomplished, a memorandum for the
Attorney General will be written on the case.
2. Mr. Allen went on to explain that the Civil Rights Division had
been given the task of reviewing the Rockefeller Commission Report for
any possible violations of civil rights statutes, It was pursuant to this task
that two former deputy chiefs of CI/SO were interviewed. Mr. Allen stated
that unless new evidence were brought to his attention, the inquiry into
MHCHAOS has been completed by the interviews of

D. Finally, Mr. Allen would like to interview the
person or persons who worked for the Inspector General
and compiled all of the materials and summaries concerning
break-ins.
4. In accordance with the proposed guidelines for the DOJ investiga-
tions, I asked Mr. Allen to provide us with his requests in writing. He
stated that he would do this.
