MEMORANDUM FOR: Principals of Ad Hoc Coordinating
Group on Congressional Investigations
SUBJECT: Fourth Meeting (14 February 1975) of the
Ad Hoc Group on Congressional Review
of the Intelligence Community
1. The Ad Hoc Group met at 1015 hours in the DCI Conference
Room.
25X1A 2. I I opened the meeting with a review of his
10 February meeting with William G. Miller, Staff Director of the
Senate Select Committee. Mr. Miller was firnished copies at that
time of the Security ground rules including (1) Guidelines for Protection
of Information and Documents furnished the Select Committee,
(2) Suggested Secrecy Agreement for Personnel Employed by or assigned
to Select Committees, and (3) copy of the Marchetti brief. No commit-
ment was made on acceptance of the Security Agreement concept.
Mr. Miller expressed the Committee's desire to avoid confrontation
between the review activities of the Committee and those of the
President, as Commander in Chief.
3. Mr. Cary, CIA Legislative Counsel, reported on present
status of organization of the House Select Committee and alerted
all agencies to HRs 121 and 125 addressing this subject. Organiza-
tional requirements indicate that any appearances of the DCI before
this group is several weeks away. Mr. Cary emphasized to the
Agency's representatives the importance of being completely familiar
the desirability of keeping their particular Congressional Committees
informed on their activities with the Select Committees.

material. The date for this meeting has n

I lalso informed the Group (1) of the DCI's appearance
(20/21) February) before members of the House Appropriations
Committee, and (2) the DCI's desire to table with the Senate Select
Committee at an early date, a copy of his statement with appropriate
annexes. Community agencies will receive copies of this statement.
5. Copies of the reworked Security paper prepared by the
Chairman of the USIB Security Committee, and the paper prepared
by Admiral Showers of the IC Staff on Community External Reviews
were distributed to the Group members. Early completion of all
outstanding annexes was urged. Agencies will have the opportunity
for final review.
6. Mr. Hitchcock of State Department was requested to
prepare a Glossary of appropriate Community terms.. A copy of the
Glossary prepared for the Presidential Commission was nom. de
available to Mr. Hitchcock.

8. Mr. Collins of Treasury raised the issue of methods
to protect sensitive information which is not formally classified.
Department of Justice representative,, Mr. Wilderotter, agreed
to develop language and provide to Mr. Moore, Chairman, USIB
Security Committee.
