Office of Security/Deputy Directorate for Support
Function
The Director of Security is basically responsible for the personnel,
physical, and technical security of the Central Intelligence Agency. Under
this broad charter relating to sensitive Agency positions and the protection
of intelligence sources and methods, it is his mandate to maintain an on-
going program ensuring the security of our personnel and installations. In
carrying out these overall duties, the Office of Security:
A. Establishes security standards to be applied to all personnel
to be employed by, detailed to, or otherwise associated with the
Agency in any capacity.

by CIA and other agencies represented on USIB.
G. Provides policy guidance on security matters to the U. S. Intel-
ligence Community through the mechanism of the Security Committee,
United States Intelligence Board.

Howard J. Osborn
1. Mr. Osborn, who is 54 years of age, attended the University of
Michigan, received his B. S. degree from Virginia Polytechnical Institute
in 1941, and is a graduate of Harvard University's Advanced Management
Program.
2. Mr. Osborn served with the Army in Military Intelligence from
1942 to 1946 and attained the rank of Major. In the latter years of his mili-
tary service, Mr. Osborn served as principal liaison officer of .the War
Department General Staff with the Manhattan Engineering District, and in
this capacity he travelled extensively throughout Germany and France.
25X1A 3. Mr. Osborn came with the Agency in 1947. His assignments
since his entrance on duty have been: 1947-49_ Intelligence Officer/OC'
1959-60, Chief of Base, - 1960-62, Deputy Chief, SR ",
Division; 1962-63, Chief, SR Division; 1963-64, Deputy Director of Security;
since 1964, Director of Security.

I. MISSION & FUNCTION
The Director of Security is basically responsible for the personnel,
physical, and technical security of the Central Intelligence Agency. It is
his primary responsibility to maintain a continuing program, on a world-
wide basis, which ensures the security of Agency personnel, installations,
and classified material.
As a secondary facet of his responsibilities, the Director of Security
establishes security standards for the extraordinary protection of certain
designated intelligence collection programs, and he provides policy guid-
ance on security matters to the U. S. Intelligence Community in his capacity
as Chairman of the Security Committee, United States Intelligence Board.
II. SECURITY AUTHORITIES
The basic statutory authority on which CIA personnel security practices
are based is the National Security Act of 1947, Section 102d(3) which charges
the DCI with protecting intelligence sources and methods. The Director has
also declared all positions in CIA occupied by staff employees to be sensitive
positions within the meaning of Section 3(b) of Executive Order 10450.
The Director of Security is also responsible to the DCI for the develop-
ment of security policy in the discharge of his duties set forth in NSCID No. 1
with respect to centralized direction for the protection of compartmented
intelligence. By terms of 1962 and.1969 agreements between the Director of
Central Intelligence and the Department of Defense, the DCI was to provide
uniform compartmented security policy to

The Office of Security currently has a total of- professional and
clerical employees assigned to the Headquarters complex and-

IV. FUNDS
The FY 1973 allocation on program wide security services covered
the following general categories:

V. PERSONNEL SECURITY
The Director of Security is responsible for the execution of the Agency's
security program insofar as it relates to personnel security, polygraph
interrogations, and the appropriate review of security records. In having
primary cognizance of the security screening arm of the Agency, it is his
responsibility to apply an appropriate high security criteria in order to
preclude the penetration of the Agency or the employment of individuals
who do not meet Staff standards and the requirements of Executive Order
10450.
The Office of Security attempts to maintain a strong interface with all
Agency personnel through a positive program of assistance during periods
of personal problems, family crisis, or other emergencies. The Office of
Security operates on a twenty-four hour basis and, through liaison with
police and other Government agencies, our representatives are able to
assist employees who have difficulties with law enforcement officials. The
basic premise is that it is good security to assist the employee, develop his
cooperation, and prevent any adverse publicity which might prove an embar-
rassment to the Agency.
VI. INVESTIGATIONS & OPERATIONAL SUPPORT
The Director of Security is responsible for the preparation and execu-
tion of the Agency security program insofar as it relates to the fields of
investigation and the domestic support of Agency covert operations. The

Office of Security schedules field investigations, including checks of other
Government agencies, on all types of personnel of interest to the Agency,
including those of interest to proprietary organizations, development pro-
jects, and other clandestine programs. He is also responsible for conduct-
ing special activities pertaining to the overall alien program.

VII. PHYSICAL AND TECHNICAL SECURITY
The Director of Security is responsible for the establishment of policies
to protect Agency classified material and to prevent the physical penetration
of Agency areas, buildings, and installations, whether in the U. S. or over-
seas. He is also responsible for the world-wide counteraudio program for
the Agency, and manages a system of protective equipment designed to detect
or neutralize hostile audio devices.

The Office of Security provides comprehensive counteraudio inspections
on both a programmed and on-call basis, and it is also involved in a research,
development, test, and evaluation effort, the results of which are made avail-
able to the United States Intelligence Community. As a service of common
