N11r PV5 , Approved For Relea 6A 1 083B00823R000 010049-7 EYES ONLY V 24 April 1973 MEMORANDUM FOR THE RECORD SUBJECT: Task Force for Reorganization At the meeting of 23 April 1973, there was discussion and something of a consensus on the following points: A. Possibility of combining the Overseas Support Branch with the Domestic Support Branch. The general feeling was that there would be little to be served in combining the units at this partic- ular time, and the problems encountered at foreign posts are somewhat different from domestic diffi- culties. B. It was generally felt that the Safety Branch is cut pretty tight, and even though the safety functions are not primary security items, there would be little benefit to the Agency in having the mission transferred elsewhere. They work with Survey, and there is a counter-balance to Logistics. C. Under PTOS, the four a " slots might be cut because there is a rett strong y that the program will go 6 - i Some thought to two other cuts in PTOS, but this was deferred. D. There was some preliminary expression that the fifteen receptionist slots could be converted to contract positions. However, the functions would have to remain and it would serve no real purpose at this point to convert their status--and it could hurt morale. With respect to the "plans and programs" problem, it was again emphasized by some of the Task Force members that this unit needed stron 25X1A beefing up--possibly morethan the team. Programs have to be monitored; there has been insufficient feed-back; and there has been some overlap. F. Some question was raised about the need for five professional personnel officers, especially if the Office is farming out files in a more bureau- cratic fashion than other elements of the Agency. It was concluded that we should not cut any of these slots at this time. 25X1A G. Concerning out that they have an extremely heavy work load at the present time, support activities continue, and readjustments have been made in a number of - Most certainly another look might be ma e at some time in the future, after the DDS&T assign- ments ease off, but it would be better to make no changes at the present. H. As finally decided in the numbers game, as 25X9 25X1A 25X1A directorate, DD/PSI. 25X1A will further review the PSI picture to be sure the deletions are not too deep and too sharp. I. Some further thoughts were expressed on the ACTS/ES marriage through the use of an Associate Deputy Director for Management and Services. The ADD/M$S would have A$TS elements including plans and programs, and he would also have responsibility for SR&CD, Records Management, Executive Order 11652, and Top Secret control. It was generally agreed that there should be further discussion of this at the next meeting of the Task Force.
