A memorandum was forwarded to the CIA Member of the United States Intelligence Board requesting that he grant a waiver of a DCID 1/16 requirement. This requirement is for remote terminal users to be briefed on compartmented systems resident in the OJCS computer systems. In effect, this requirement violates the concept of compartmentation by requiring personnel not having a need-to-know to be briefed on special projects. 2. A preliminary proposal by relative to adapting the Security Access Control System (SACS) for controlling personnel access to remote terminals on CIA computer systems was received and reviewed by representatives of the Office of Research and Development, the Office of Joint Computer Support, Technical Security Division, and Information Systems Security Group. It was agreed that this preliminary proposal was generally on target and that a formal paper would be requested from = STATINTL 4. The Office of Security officially designated two members of the Information Systems Security Group as its representatives during the design phase of the SAFE project. The list of names of CIA personnel designated as Top Secret Couriers for Central Intelligence Agency was updated and forwarded to the office of the Secretary of Defense, The Pentagon. STATINTL 6. A member of Information Systems Security Group rovided guidance to in , at the request of the Office of Development and Engineering, relative to the installation of a mini-computer at that site for processing sensitive compartmented information. 7. Custodian Files of the Computer Security Subcommittee, United States Intelligence Board, which had heretofore been maintained by ISSG, were forwarded to the Secretary of the Subcommittee at National Security Agency. 8. Two representatives of Information Systems Security Group met with the COMIREX Automated Management System (CAMS) development staff to review the security issues. As a result of this meeting, five alternative modes of operation of the CAM System from a security/ operational viewpoint were developed. Two of these alternatives were recommended as most feasible, and this was concurred in by both the Office of Security and CAMS development personnel. 9. Information Systems Security Group provided a? one-hour briefing at the Office of Joint Computer Support Automatic Data Processing (ADP) Orientation course. 10. A member of ISSG replaced the Security Officer in OJCS for three weeks during the latter's period of training. 11. Training of Information Systems Security Group personnel: a. Two people attended the Department of Defense Computer Institute (DODCI) course, "Introduction to Computer Technology". b. One person attended the DODCI course "Computer System Security Design Workshop". One person attended the American Management Association course, "Management for Government Administrators". All of these courses were favorably received and considered highly worthwhile. 12. A member of ISSG started a six-week course in System Science which is given by the IBM Corporation, Los Angeles, California. This is a comprehensive course designed to impart in depth knowledge in the field of data processing.
