MEMORANDUM FOR THE RECORD
SUBJECT: Allen Dulles Estate Records
1. In a memorandum, dated 8 July 1969, written to
William C. Pierce, Esq., Sullivan & Cromwell, Mr. Houston
identifies categories of papers of the Dulles estate. He identifies
as Category III a group of documents consisting of letters or
memoranda to Mr. Dulles which do not bear a classification stamp
but which appear to have been sent to Mr. Dulles in his capacity
as DCI. He further describes this category of papers as containing
raw intelligence material and as being "sensitive. " He states that
this category should be retained by CIA until we can make further
determinations as to whether it is Government property and
whether it is "in whole or in part no longer sensitive. " About this
category he further states in the memorandum, that it would be
some years before any of the material can be released.
2. In a memorandum, dated 15 July 1969, to Mr. Houston,
William C. Pierce of Sullivan & Cromwell states, "I trust that the
documents in Category III can be released before too long. "
25X1A9a 3. I met with to further discuss a plan which will
meet the problem surrounding the eventual release of material in
Category III. We agreed that after he returns from his vacation he
will examine the documents which have been placed into this category
and, exercising his judgment, he will separate the documents not
marked with a security classification into two categories:

1. Those papers which are least sensitive and can
later be examined with a view toward releasing
them to the estate.
2. Those documents which, in his opinion, should be
permanently held by the Agency.
4. It is believed hi hl desirable to avail ourselves to the
utmost to the expertise of who now has a thorough 25X1A9a
understanding of the contents of the Dulles papers. In this connection,
it is believed that the categorization mentioned above is highly
desirable and will save time and effort in the future.
