1. This memorandum is for your information only.
2. In reviewing our investigative policies and procedures,
we operate under the same general guidelines as set forth in
subject letter. Our coverage in many cases will be more compre-
hensive in scope, but will not go beyond the limits of subject letter,
which permits expanded coverage where circumstances so warrant.
There appears to be no conflict between our procedures and the
twelve points enumerated under the section, "Avoiding the Un-
warranted Invasion of Privacy." Now regulations or directives
are not required with respect to mploymesrt-type investigations.
3. With regard to the polygraph program, the individual is
not advised of his rights to counsel. Such procedure is not con-
sidered applicable to out program because we are not involved in
criminal cases. A major area of noncompliance with regard to
subject letter is the lack of a directive for the polygraph program
other than a memorandum dated 8 August 1957 to the Director of
Security from the Acting Director of Central Intelligence setting
forth the policy, practices, and procedures with respect to the
polygraph program. A directive to reflect current procedures
and practices is now in the process of being prepared.
