1. In response to the questions raised in paragraph
14 of referenced memorandum: it is noted that 06 Office of
Security participates in such training only at the recpwst of
a I#D/P Area Division and only with the concurrence of CI
25X1A Staff. I concur that training ahoy not be given
to foreign. protective staffs, and have so objections to the loess
of the CIA training manual to State Security provided DD/P
concurs.
2. A. a to inform *g other members of the working
group concerning our ies#tiation of sub training, this seems
to me to be an operational decision to be made on a case by
case basis. In any event. I believe this should be dome by the
Cl Staff.
