MEMORANDUM. FOR: Director of Security
SUBJECT:
2. . On 25.August the Deputy Director for Support established the
following policy for cases such as this:
It is the policy of the Agency and the Office of Security
to handle security information within security channels. Since
investigations on such appointments are handled by the FBI1
such information should be passed to the FBI for inclusion in
their report. If there is a matter of last minute urgency and
we are directed to furnish the information directly to Mr. Macy
for the White House, we should attempt to arrange passage
through the Bureau. If the channel to Mr. Macy for. the White
House is insisted upon, we may go ahead and pass this information
if there is no record or non-derogatory information.
If the information developed is derogatory. in nature, it
must .be passed to the FBI for transfer to Mr. Macy for the
White House.
3. .In order to implement this policy and hopefully to avoid such
situations in the future, I will discuss this policy i formally with Mr.
Papich of the FBI. I will urge him to give such requests to the Office
of the Director of Security so that we may ensure the return of the
information in time to include it in-the FBI report in all instances.

Release of Security' Information in White House Cases
1. On 24 August 19'65 this Office was advised of an urgent
same check request for Mr. Papich in connection. with some White
House appointments. The deadline was so urgent the information could
not be included in the Bureau report and it was requested that this
information be delivered directly to Mr. Macy of the Civil Service
'Commission. In this case the situation was handled in this manner
