a member of the U. S. Joint Comm tee on Atomic Energy staff,
was present as an observer. was at one time a staff
employee of this Agency.
1. The, attached report records the observations of the
U. S. Military Information Control Committee which examined
the NATO security program especially as it relates to the exchange
of atomic information. You will note that the report is critical

2. I was a tnernber of this group and am listed as such on
page 34 of Appendix A.
3. It is my understanding that this report will be furnished
to certain Congressional members of the Joint Committee on Atomic
Energy for their perusal and it is for this reason that I am forwarding
