1. To-obtain Suzuki's understanding and support for
our approach toward the Soviet Union, including countering
Soviet-inspired difficulties in Third World areas such as
Southwest Asia and the CariLbean Basin.
2. To proiriote deeper U.S.-Japan "security cooperation,
including expanded Japanese self-defense efforts,?increased
financial support for U.S. forces in Japan, enlarged economic
assistance tarceted on countries of strategic consequence,
and a more active diplomacy.
3. To nail down an and r standing concerning the auto
problem and urge further liberalization of accesstt Japan's
market.
4. To encourage complementary approaches-on Asian
issues (i.e., China, Korea, and Southeast Asia).
5. To coordinate our approaches toward political and
economic issues for the Ottawa Summit.
6. To facilitate expanded cooperation on energy
questions through the resolution of differences on nuclear
energy 'issues ar.;i pramzction of Japanese investment in Western
states' steam coal.

ISSUES AND COMMENTARY
A. Principal Themes
1. Approach toward the Soviet Union. Japan has taken a
hard-nosed approach toward the Soviets,-especially since
Afghanistan. It has been consulted in tandem with NATO closely
on Polish sanctions. If we lift the grain embargo, Japan would
be forced to rescind its trade sanctions. Secretary Haig is
committed to consulting in advance with Japan about-any change
in our sanctions policy.
2. Security Cooperation. Japan and U.S. agree on the
world situation, the need for increased Japanese defense respon-
sibilities, and for foreign assistance to strategica}ly sensitive
countries. We r.cted to pinpoint the division of -Asllsions and
roles or, defense and commit Japan to further defense buildup
and aid-giving in the context of the East-West struggle.
3. Asia. Close consultation and coordination with Japan
is the essence of our Asia policy. We must prod Japan a nit
on closer cooperation with Korea, assure them on our China
policy, and dovetail our approaches on Southeast Asia.
4. Ottawa Sur it. Europeans want to put Japan in the
-dock on market penetration. Japan, but not other members, wants
to use?surr.i.t for political coordination vis-a-vis Soviets.
5. Encrgy-_Cooperation. Japan expects us to change nuclear
policy to r cr.:o :~e st ur ce off- r i c t o.n . ; r. our rel a t ionsh_p. japan
also wants U.S. backing for its man for International Atomic
Energy Agency chic-f. we want Japan to invest in V.S. Western
coal infrastructure and/or conclude long-term, purchasing contracts.
6. Autos. To be handled separately per April 17 meeting.
7. General Trade. We should make general pitch for
greater market accoss for U.S. goods in order to mitigate large
imbalance.
8. Caribbean Basin. We have pressed Japan since January
to give more attention to checking Cuban-Soviet influence.
Japan has responded quickly on aid to Jamaica, made a good
statement on El Salvador, and may restudy trade links with
Cuba if we raise it.

B. Sub-Themes-
I. Middle East. japan is stuck with a three-year-old
invitation 'to Ara fat which i ~ !,ay honor despite our concerns
that this would be_ detrimental.
2. Sea-level Canal. President Carter invited Japan to
participate in a study for 1 sea-level canal in Panama which
we are obligated to do anyway under treaty. Japan may raise
the issue to gauge the attitude of the Reagan Administration.
3. SET Cooperation. Good relationship here, but Japan
concerned about funding future on U.S. side. Usually a posi-
tive, tangible area in our relationship to which we can point.
4. Fishing. Suzuki, who has fishing background, may
wish to assure himself that the new Administration is aware of
Japanese interest in access to the U.S.* fishing zone.
