This memorandum confirms our invitation for you to speak to the Senior Officer Development Course at 1330 hours on Friday, 2 April 1982. 2. This 13-week Course is designed to prepare selected GS-15s from the various directorates for future roles as intelligence executives. Your session will conclude the first three-week portion of the Course, during which we will have covered: (a) the inter- national setting in which nations conduct relations, react to perceived threats to their security, and engage in intelligence activities; (b) the national security and foreign policy decision process; and (c) the contribution of intelligence to that process. We hope your presentation will include consideration of the role of the NIC in the latter context, highlighting your personal observations on how the Agency and the Community can most effectively contribute to the support of the policymaker. 3.
