MEMORANDUM FOR: Deputy to the DCI for National
Intelligence Officers

SUBJECT: Request for Approval to Participate
in Seminars on US-China Relations
1. I have been asked to participate in seminars on
US-China relations to be sponsored by the Council on Foreign
Relations. The program will consist of four meetings to be
held in New York City between January and April 1976. The
Chairman of the seminars is James Leonard a former FSO and
now with the United Nations Association of the USA. Among
the other participants will be Winston Lord of State Policy
Planning, Ralph Clough of Brookings, Alexander Eckstein of
the University of Michigan and Lucien Pye of MIT. It is a
solid group, genuinely concerned with China and, in my. view,
worthy of joining. I will not present papers nor will I
deliver any prepared speeches.
2. I will attend as the NIO for China on the Staff
of the DCI.
3. Request approval for travel expenses and TDY in
New York for four one day visits there.
