1. Forwarded herewith is a copy of a memorandum pre-
pared by the Agent and Liaison Training Branch, OTR, which
expresses concern over the possible threat to communications
between Headquarters and an OTR office located in
= This concern arose as a result of a newspaper article
regarding the increase of mail theft by postal employees. A
copy of this article is attached.
2. Since communication with our office is ex-
clusively by means of the U. S. Mails, we would appreciate
your assessment of the seriousness of the threat and any rec-
ommendations you might have regarding alternative means of
communication should a change appear to be warranted.
