Approved For Relea 2001 R A F MEMORANDUM FOR: Terms of Reference for Review of CIA Security Compartmentation 25X1A9a 1. This initiates formal response to action item 9 of the 2 May 1971 Director's Planning Conference: "The Director instructed that Colonel White have an objective look taken at CIA security compartmentation and the requirements and procedures for communication and handling of various source materials as they relate to both CIA or the Community. The Director indicated he was in favor of simplifying the entire range of clearances and handling procedures. " The statute, 50 U. S. C. A. 403, provides "That the Director of Central Intelligence shall be responsible for protecting intelligence sources and methods from unauthorized disclosure. " 2.? Under the foregoing authorities and with the full assistance of designees of each of the Directorates of the Central Intelligence Agency, you are requested to review security compartmentation in the Agency in accordance with the assumptions, tasks and objectives stated in the attachment hereto.. It is desired that your report and recommendations: a. Provide a basis for practical action by the Director with respect to Agency certification of personnel with a "need- to-know" under existing compartmentation systems and with respect to the retention, simplification or elimination of related control procedures, courier and communication channels, sanitization operations, personnel registries, working space barriers and the like. b. Develop a basis for the establishment of a unified policy, criteria and standards for use by the Director of Central Intelligence in the initiation and maintenance of essential compartments of intelligence activities, operations and products, and for use in elimination of non-essential compartments . c. Identify any appropriate follow-on action with respect to security compartmentation in the U. S. Intelligence Community. 3. Your report should be available on or shortly after l December 19,71 and should state the agreement of the principals, the Deputy Directors and me, . relative to findings and recommendations. To arrive at your findings and recommendations, you and the designated assistants are authorized and directed to review all intelligence operations under the DDP. On your request, the designated assistants will provide relevant reference documentation and materials, arrange necessary interviews and briefings, assist in the examination and analysis of reference documentation and materials and assist in the drafting and preparation of your report.
