SUBJECT : FIAB Recommendation No. 7 - Polygraph
1. Mr. Howard J. Osborn talked this day with Mr. Skallerup,
Department of Defense, who stated that Cyrus Vance, Deputy
Secretary of Defense, was going to call McGeorge Bundy and get an
extension of the 1 October deadline. Mr. Skallerup is to call Mr.
Howard Osborn in this regard after arrangements have been made.
2. Mr. Osborn stated that if we do not hear anything by
Thursday. 24 September 1964, we should prepare a letter for the
DCI's signature to McGeorge Bundy to the effect that discussions
have been held with the Department of Defense regarding Recommenda-
tion No. 7, and it is our understanding Cyrus Vance was going to talk
with McGeorge Bundy and have the deadline extended and, therefore,
the report will be submitted upon study in accordance with the new
deadline of McGeorge Bundy.
