1. In early January the African Bureau at Kaduna, Nigeria began
its monitoring operations by covering Radio Garcua programs dealing
with the Cameroonian plebiscite scheduled for mid-February. languages
'used in these broadcasts were Hausa and Fulani Monitored items were
passed to the Office of the Premier of the Northern Region of Nigeria. -
Some of the monitored material was either filed or mailed to Washington.
2. Tests are being conducted to establiSh-e direct simplex circuit
between the German and London Bureaus. It will permit more rapid
transmission of the German Bureau's file.
3. It is planned to send a two-man survey team to PUerto Rico in
the spring of this year to ?determine whether the island would be a
suitable location for monitoring South American, African and Ehropean
transmitters.
4. Bureaus having knowledge of important events and speeches
which will be broadcast within their normal coverage areas and which
they are unable to monitor because of reception or staffing limitations,
should notify headquarters and/or other interested bureaus of their
inability to cover adequately, providing pertinent coveragedetails
(time, frequency, language).
5. Warsaw on 20 January inaugurated broadcasts in EngliSh and
French for Africa, totalling 10i hours a week in each language.

in order that cruising assignments may be properly allocated to bureaus.
7. When an extensive cruising assignment has been levied on a bureau
by headquarters, an estimate of the date when bureau expects completion
of the project should be sent to the Chief, BIS as soon as possible. Be
dhould also be informed of any subsequent revision of the estimate.

1. aro Ot-Warsaw inaugurated broadcasts in English and French
for Africa on 20 January totalling 101. hours in each language.
2. The BIS, at the request of the USIA, amended-46K portions of the MMENNt
USIA report: "Survey of Radio in Africa 'South of the Saharan dated
29 February 1960. The ptatus of radio transmitters in sub-Sahara Africa
in January 1961 was outlined in the amendment. '
3. Coverage of West Africa was increased by the inauguration on 10 February
of a 100 kilowatt shortwave transmitter at Abidjan, Ivory Coast. The
station is well heard in North America as well as in Europe, Africa,
the Near East.
