Revisited repeating requirements, disseminated during
August, were placed in use by all bureaus except two
(note within) mbere pouch communications were too
glow to permit achange of method for the current
period.
The new formatsnbstitutes luan-houreofmonitoring
for broadcast "hoursmonitored% since the latter does
not reflect differences due to language, recelticn,
type of transmiesion, etc. It eliminstet the gimatent
coverage, s figure which has had little teal meaning
dile to broad difficulties in establishing the limits
of significant material. There has been added A new

vides a significant index of produCtivity which

will be evaluated not merely as an absolute index
