OPERATIONS
1. Recommendations for implementiog the conclusions of the Rand
report of propaganda analysis were submitted to the AD/o. It was
proposed that FBID and SID ansLysis activities be integvetetlwithin
FBID andexpanded to provide for fuller coverage of =broadcast
published materiel And More effort on long-range intelligence prObleme
M4 instrumental stUdies.
2. At the reqaest of the DWI) special arrangenents were made with
the Office of Communications to permit expeditious reporting of world
reaction to Soviet Foreign Minister Melotov's U.N. Jubilee speech to the
AgmncymeMbers Of the U.S. delegation in San Francisco. In addition to
verbatim texts and excerpts of radio comment, selections from the foreign
press and a su=aryrtrundtc of reaction were provided on the two days
immediately following the speech.
3. Major consumers of the material produced by the HokkaidoBureau
were surveyed to determine the value of the information and titer uses to
Uhl= it is put. The result was an =tenement by bearly all-principal
consumers as to its value and a strongrecommendation to continue the
Hokkaido operation. See paragraph 18. mine also expressedetrong
interest in continuation of Hokkaido monitoring.
b4' As s result of.a series of requests for direction finding of
clandestine and =located foreign broadcasting stations, the propriety .
and feasibility Of ?BID entering the fieldwas explored. Uniformity of
fevortble sentiment was found throughout the Agency through informal
discussions with IOTA committee members; however, no early action is
contemplated pending a progress report from OC on the development of a
new system of direction finding, which, if successful, may render
existing facilities obsolete.

MID, were submitted; one in very brief form tO the DCI and. the other
in detail to the AD/O. The DCI's comment@ was taken as tacit approval of
the two recommendations of the former report. In implementation of
these recommendations, a memorandum to the Special Assistant, Intelligence,
Department of State from the AD/6 was prepared; and work was began on a
project for temptation of operations AUG housing for the Saigon Duress.

20. Questionable directivity of Bhothic antennae at the West
:CoastBureau has been considerably improved by the replacement of
termination resistors which were taunt to be highly reactive, causing
rear-e14 siemale to be received almost as well as front-end signals.
This same question is being checked at other Bureaus.
21. A pre-production model of a special lOng-wave receiver produced
by the Sammarlun4Banufacturingftspany has been observed by the 0/C
Laboratory and has been found tO be too unstable to allow full tests to
he conducted On it. It is felt this receiver isnot representative and
steps are being taken to obtain another receiver for testing. This is
ajoint FBID/00 and 0/C venture.
22. Manuals on the original model of the COS Laboratories Code
Converter have teen obtained from the manufacturer for distribution to
the engineering staffs of the East Coast Bureau, test Coast Bun and
headquarters so that personnel may become acquainted with the theory of
the operation of the Converter.
23. A pre-production model of the newmagneticbelt recording
and transcribing equipment produced by the Dictaphone Corporation has
been under test and observation in the Chief Engineer's office for about
a week. Due to several significantmalfunctions which can be remedied,
the equipment will be returned to Dietaphone for imprevement before it
is sent to the East CoastBureau for operational tests.
ADMIIIISTRATION
24, Enclosure It. gives a comparison of onetime and holiday PAY
for the first eleven months of fiscal years 1954 and 1955. A decrease in
this kind of premium pay of more than 30 per cent is indicated.
25. The recent Congressional amendment to the Foreign Service Act
authorising allowances for the schooling of dependent children of
personnelstationedoverseas was interpreted by General Counsel as
inapplicable to Agency personnel paid on vouchered funds. The inequity
of this situation and the unfavorable consequences expected were
brought to the attention of the DD(S).
26. Personnel:
a. All FBID's CPC positions have now been converted from
General Service.
b. FBID's present participation in the Bond Program is 49%.
C. The position of Assistant Supervisor in the FBID
Teletype it has been upgraded from 08-6 to 08-7.
d. During June three employees entered on duty and one
