1. DA Study of Monitoring Deficiencies and Requirements of ?BIS
with Repeat to Soviet Central Asia" was ccopleted and submitted to
00. The study indicates a significant increase in monitoring capacity
which wadi be gained from the location of a new monitoring station sox.'
and points out some operational difficulties to be 50X1
encountered if this Project is undertaken.
2. The outline for a quantitative approach to Communist Chinese
broadcasts is being coordinated with FDD survaillenbe for signs of
Titoism in. the Chinese press. The outline for a study of hostility
indicators in propaganda to Iran is being coordinated with the Division
of Research for the Near East, OIR, Department of State.
3. During 19-22 March 1951 the Chief Engineer attended the
X Institute of Radio Engineers Convention in New York City and visited
the Dictaphone Corporation factory in Bridgeport, Connectiontlehere
demonstrations of materials and techniques 'applicable to the functions
of FBID were presented.
Ia..it the request of this Division, a survey of FBI!) Wire Room
procedures has been made by everts from the Comeninications tiviaiou.
It is expected that their recommendations, when forthcoming and im-
plemented, will imprOve operational efficiency of this unit and provide
for accounting of ell administrative traffic without an increase in
T/0 or major items of equipment.
5, Any Signal Corps authorized .additional Apo word grove
of FBID traffic from Saigon for a total of 4,500 groups per deg. This
has permitted a more adequate exploitation of FRID arrangements recently
established in Saigon.
6. A $120,000 technical equipment stockpiling project was approved
it by the Projects Review Committee on 28 March 1951. Flinch) made available
/ by this project will permit stockpiling of regular and standard items
from which bureau requisitions can be filled, thus circumventing the
nine monthsto one year delay inherent in the procuresent of technical
equipment and supplies.
7. On 12-13 March 1951 the Chief, Engineer, PSID, inspected the
i one-man cruising station operated by of ?BID in 50X1
St. Petersburg, Florida. In the past the annual hurricanes have de-
moliShed existing antennae mounted on inadequate supports. Preliminary
steps to construction of an adequate antennae ratan to withstand the
periodic weather disturbances have been undertaken as a reset of this
inspection.

8. Since April 1950 the village of Earavas in Cyprus has insisted
on individual payment of a municipal professional license fee from
employees of the ?BIS Mediterranean Bureau. With the advise of the
General Counsel, FBI]) has contended that the tax it this case is.
intended to apply only to "entrepreneurs" and not to employees of an
establithment such ea a monitoring station. Unsuccesdel Approaches
for favorable solution of the problem were made direct to the Colonial
Government of Cyprus, through the BBC, and through the Department of
State to the Braid: Foreign Office. All employees were advised to
pay tax fees under protestmfter one foreign national was called into
court.
Efforts to effect a settlement of this matter are continuing
through the channels described above. However, at the present time
it ppears unlikely that a solution favorable to the station employees
will be reached.
9. A special report, "foreign Radio Reactions to the Presidentle

March was prepared for the President. In addition, the following

major issues under discussion are made available to the American

on' in connection with the Western Pacific Research projeet was
discontinued with the concurrence of the Office of Current Intelli
genes which had previously utilized a by-product of this coverage.
C. At the request or the Division of Research for 'hada
and its Satellites, 01R, Department of State, an advance draft
of the weekly "Trends and Highlights of Soviet Broadcasts" is
transmitted to the Department for use at the Wednesday meeting
of the IAC Watch Committee.
d. At the requeet of 0-2, PBC, LOA, end the Intelligence
Section, PRA?, the list of Soviet ccemsntaries monitored by
FBID is filed to their offices in Tokyo.

London Jreau
Daily suamaries of Western and Eastern European radio reaction to the
Council of Deputy Foreign Ministers in Paris end to the major issues under
discussion are made sealable to the Anerican delegation attending the Con-
ference. This special service will continue for the duration of the Conference.*
Daily summaries of USSR, Satellite and Oeraan broadcasts are delivered
to local users in London and scot by teletype to consumers in Western Europe;
i.e., Aaerican Embassy offices in London and Paris and The Rogue; 0-2, USA,
Frankfurt; BICOG, Frankfurt; RICO% Berlins U. S. Delegation, Austrian Mission;
North Atlantic Treaty Organisation,. etc.
Tokyo Bureau
All processed intercepts are sent to 0-2, USA, FEC and the intelligence ?
Section, FEN, Pertinent aaterial is radioteletyped to Intelligence Information
Center, MOM/ Fort Shatter. A copy of the Korean file is transmitted to
U. S. Mussy, Pusan, and 6-2, Eighth Army via radioteletype.
Okinawa Bureau
All protested intercepts are filed to the following consumers in the
Pacifies 0-2, USA, FECI Intelligence Section, MP; USARPAC, Fort Shifter,
Hawaii. A copy of Peding intercepts is delivered to USIS remota vie radio-.
teletype to Tokyo and thence by air courier to Foram. Korean materiel is
radioteletyped to U. S. Embassy, Pusan and 0-2, runth Army via Tokyo.
West Coast Bureau
A copy of Peking intereepts is filed to 03-2, USA FEC.
Etet Coast Bureau
Daily distribution of an epidemiological bulletin of theWorld Beath
,Organisation is made to the Office of Scientific Intelligence.
German Bureau
Copies of ell processed material are sent to the Economic Branch and to the
