DoctrAlek- /n SUBJECT: Monthly Progress Retort - Jft?egay. DATE: 6 January 1965 I. GENERAL A. There was no further progress to report during the month on the status of the FBIS request for land from the Japanese Government. B. Three striked by local employees against Kuma Station were scheduled for the month of December. The day before the first was to be held, offidial word was received from the Japanese Government that thestrikes had all been canceled. C. The first monthly Hokkaido "country team" meeting was held 29 December in the office of the Commanding Officer, Kuma Station. Regular participants in these meetings will be: Lt. Col. William J. Clark, Commanding Officer, Kuma Station; Mr. John Sylvester* American Consul, Sapporo; Mr. William Lenderking, Director, American Cultural Center (USIS), Sapporo; Lt. Col. Charles Youngs, Chief, MAAG-Hokkaido; and the Chief, Hokkaido Bureau, FBIS. The objective of these monthly meetings will be to coordinate American activities in Hokkaido. At the first meeting, Mr. Sylvester gave a briefing on U.SeAdapan relations nationally and locally* and the Kuma Station 5.,3 gave an unclassified briefing on Kuma Station operations. The Kuma Station Civilian Personnel Officer informed the group on current local labor conditions. OPERATIONS A. Monitorial 1. The bureau's weekly coverage decreased 6 hours and 5 minutes in December. 2. Periodic cruising continued for the Vladivostok Television -Service audio channel on 56.25 mos, the Vladivostok FM transmitter on 69.58 Inds, and the Khabarovsk FM transmitter on 70.50 mcs. Cruising was initiated for the newly announced Yuzhno-Rakhalinsk Television Service audio channel on 66.08 mcs. None of these stations was heard in December. 3.
