SOURCE US citizen, university graduate, executive of a company doing business in
Latin America.
Source travels extensively in Latin America in connection with company
business. Although regarded generally as a marginal* ormomw operator,
his position nevertheless gives him entree to high government offices
in several countries. His information is evaluated as possibly true.
This report (11th Naval District No. 5-8-55) was obtained by the Depart-
ment of the Navy and is disseminated b.t t.1 `-wrc T: nce -with n+rs r~raphs

1. Flagrant Arbencistas are generally believed to ii;iltrated the
Castillo Arenas government at the lower levels, with perhaps as many as
80% of the jobs filled by holdovers. The average person realizes this
as is exemplified by the exchange of greetings on the street when one
person says, "Good morning, how is everything?" and the second answers,
"Arbenz to Arenas - no change."
2. Another example of the survival of Arbencistas is Garcia Granados' appoint-
ment as envoy to Israel. Even though he had been in jail for two months
after Arbenz fled and his lands seized, he landed on his feet, so to speak,
after his properties were sold to Castillo Arenas' brother.
3. In addition to Cruz Wer and Rosenberg, the Mexico City ref 'e colony
now amdoftom includes Elfego Monzon, Ernesto Viteri, Alfonso Martinez,
and Max Salgaro.
a+. A recent visit to Poctun found no external evidence of unusual activity at
the airfield. There are about 150 to 200 inhabitants but there is housing
for from 3 to 4+ thousand. There are no signs of asphalt shipments,
although barges are still being seen en route north from Puerto Barrios.
The airstrip has not been extended. It could accommodate a large transport
plane.
+. One Vera Schapoznikov (phonetic), a dressmaker in Guatemala City, has
been described to me as being on the fringe on the pro-Arbenz group but
she has not been definitely linked to any Communist activities.;
