Problems in connection with industrial hygiene are handled largely by the Department of Labor and to a lesser degree by the Department of Health. Work has been hampered by lack of a clear understanding of their responsi- bilites. 2. Another serious handicap is the fact that the Ministry of Commerce and Industry makes all decisions regarding locations for new industry and they decide wholly on the population density and ignore climatic conditions. 3. Indians are good collectors of data but lack the ability to analyze and apply information developed. 25X1 X6 4. the Health Laboratory in Calcutta doing poor work for two reasons. t.X First, Dr ) Rao, who is in charge,.will not delegate responsibility to the younger members of his staff. Dr Sarabahi's immediate assistants are Mr ( /) Amin and Dr Kamla Chrowdri, a lady educated at the University of Michigan. 8. The work in industrial hygiene will be supervised by a US doctor. The current program is divided into three parts: r . -i' a. To study the productivity of men in a variety of textile mills, doing the same operations, during two hot seasons. Nine mills will be selected, made up of three each with bad, moderate, and good working conditions. To determine the upper limits of tolerance to heat and humidity in a control chamber where work load, heat, radiation, and air movement can be controlled. Equipment will be supplied from foreign aid. He will be assisted by Mr Senn Gupta, a physiologist from the All India Institute of Hygiene and Public Health, Calcutta, and. Dr Chitterjue. P c. To survey the actual heat loads in a variety of industries during two hot seasons. This will cover glass, steel, paper, aluminum, rubber, mining, and construction. The direct head is Dr Iyer, an Indian biochemist from the Department of Labo , atf`` able man with long experience. Later, a fourth project will be taken up.
