4. MATOLCSY, Janos,
He returned to Hungary after three 25X1
or four years study in the Soviet Union. Right away he received various important
assignements in the party machinery. 0 Here the most important was the heading
of the agricultural section. For months he was the director of the principles
of kolkhozisation(colkectivization) of farms of Hungary, in the central of the
party. From this position he was called into the Central Leadershi and he also
cc
became one secretary of the Central Leadership. Here too he handled mainly
agricultural and village problems. A few months ago (around October 19550 he
was made to resign and made minister of agriculture. This is a smaller position
than the one he had before. Probably he was tranferred to here because his
:soviet experiences have to be tried out in practice now and not in theory. In
general he is not known in Hungary. Until now he appeared very little before the
public. He was an unknown person even before the people of the party(machinery)
and he only worked even there in the back ground. The opinion about him is that
he %% belongs to the new Moscow set.

The chief ed&tor of the paper sent him to America at the end of the 1930-ies,
where he spent one or one and a half years. In 191+0 he is already the reader-
editor of the "Az Est". From this time on he is more end more connected with
politics and already in 1943 he is collaborating with BAJCSY-4b ILINSZKY Endre,
the great martyr of the Hungarian struggle for liberty. At this time MIHALYFI is
the chief editor of the "Fuggetlen Magyarorszag"(Incfpendent Hungary) the news-
paper of BAJCSY*ZSILINSZKY Endre (the paper appeared once a week on Mondays).
At this time he joined the bourgeois section of the small landholders party.

illegality (underground)and he lived this way until Jamtary 1945.
In 1945 he began to be active in the small landholders party but at the first

1v1IHALYFI, Erno -2-
Soon he is minister, first he receives the portfolio of information, then substi-
tutes for the ill foreign minister. There were times when MIHALHFI was at the
same time information and foreign minister and simultaneously took care of the
management of the office of president ,2',x TILDY also.
However the communistgfound it proper that MIHALYFI should be the head of the
president's office with ministerial rank. At this time he also participated in the
highest direction o2 the small landholders party. MIHALYFI as head of the presidential
office enjoyed the confidence of TILDY, state president, who initiated him into
his innermost thoughts. MIHALYFI communicated these thoughts with the communist
leaders and in the first place with RAKOSI and REVAI.
TILDY's son in law CSORNOKY Victor was cokciller of legation at Washington and
later minister and envoy in Cairo. CSO8NOKY saw the situation clearly what the
Russians have done to Hungary and would likecLto have his father in law TILDY
tout to Vienna and there ask protection and help from the Americans. This matter
became urgent because KOVACS Bela general secretary of the partyCsmall landholders)
mass of tc.
has been arrested by the Russians. Here it has to be mentioned that the so-called
compromitting evidence against KOVACS was furnished by MIHALYFI Erno. When MIHALYFI
it
learned the plan that CSORNOKY prepared,he communicated with RAKOSI. RAKOSI ran
to the Russians and the matter was taken over by the Russian NKDW. Two NKDW men,
disIguised as American officers, connected CSORNOKI at Cairo and agreed that they
will take TILDY to Vienna where he will be placed under American protection. The
password in Vienna would have been "tows" (toe of the foot). When the two speudo-
Americans talked over everything with Csornoki, CSORNOKI was called back to Budapest
for report-making(consultation). CSORNOKI got suspicious and called the presidential
office long distance and asked what he should to. MIHALYFI answered the call and
told CS(BNOKI to come home urgently because there are matters to be talked over.
CSORNOKI arrived at Budapest but did not have a chance to talk to TILDY, he had
to go to the foreign ministryfwhere MOLNAR Erik foreign minister already waited for
him, they talked for two-three minutes and CSORNOKI left. In the ante-room

VARADlb, Gyorgy , major and four AVH men waited for him and took him in custody.
PETER, Gabor, the head of the AYH informed TILDY in a letter that his son-in-
law CSORNOKI has been taken in custody for treason. TILDY ran to RAK0SI, who
presented him with the evidences. TILDY was told that he can save his skin, they
will let him run but he has to resigno. TILDY asked for a few hours to make up
his mind then addressed his letter of resignation to NAGY Imre, president of the
assembly at that time. For the resignation the communists guaranted the personal
safety of TILDY, and he also received a villa where he is still living in house
custody(arrest) with his family.

His smaller sin, that he participated in the clean-up of the party demanded by the
communists and in the removal of the so-called reactionary elements. When DOBT
Istvan became president of the party and prime minister, MIHALYFI had already a
decik voice in the party. The communists did not forilet his services and he
filled the following positions: for a time he was president of the Institute of
Cultural Relations, editor in chief of the "Magyar Nemzet"(Hungarian Nation)daily.
Later, from the paper he was transferred to the Peoples Education Ministry as a
deputy minister. He still fills this position. Besides of these, he is the general
secretary
sery of the Patriotic Peoples Front, professor of the university, president
of the Newspapermen's Federation, etc. He had a share in the regulation (disciplinary
measures) of the Lutheran church. It could be calmly stated that MIHALYFI is the
most harmful man of the Hungarian political life since 1945.

MIHALYFI, Erno.
His first wife was the daughter of TAPAY-SZABO university professor, He divorced
his first wife and in the years of the 1930-es married the daughter of FISCHER,
chief rabbi of Buda. His wife is a cartoonist under the name of FILO, and is
picture editor of one or two illustrated magazines at Budapest. The monthly income
of the MIHALYFI family reaches 20-25.000 forints.
MIHALYFI is of Slovak origin, he promises everything to everybtdy, but in the
whole city of Budapest we only know of one man whom he helped. He recommended and
helped STELIA, Adorjan newspaperman to get a job at the"Ludes Matyi" satiric! paper.
When MIHALYFI was the minister of information and later personal minister of 25X1
TILDY, he had a secretary MATOLCSY Karoly, a newspaperman.

For reasons of objectivity it has to be stated that MIHALYFI had a great share
in the direction of the anti-German struggle. However, even at this time he did
not risk his own hide and always sent others to the more dangerous places.
vice-
He is the resident of the Peace Council. The communist government sends Mihalyfi
abroad gladly, especially to places where non?-communist is more welcome. For
instance, MIHALYFI represented Hungary at the UNESCO conference in 1954 at Mexico
city. MIHALYFI has one great dream or desire, he would like to be representative
of Hungary at the United Nations Organisation.

NAGY, Imre
His name became known in 1945 as the minksten of land distribution. It
is interesting to note that the communists dealt the role to NAVY Imre
already at that time which was very useful later to reach their goals,
NAGY Imre as the minister of land distribution 25X1
enjoyed a certain popularity, and when the communist later needed a man -
at the beginning of the NEP era - who was not too well known and hated,
NAGY was presented to the people. The communists reached their goal

of the SOmogy county directoritum or a member of it. At this time the
mentioned directorium convicted a great number of innocent people and had
them executed. After the fall of communism, NAGY somehow reached Moscow,
stayed there until 1944, when he came back
to Hungary.
ILL December 1944 when in Moscow the first provisory Hungarian government was
formed, NAGY was the first man who was presented to the Hungarian politicians
and civic leaders.(DALNOKI-MIKLOS Bela, general, TELEKI Geza, count, politician,

NAGY's name became known in 1945 with the distribution 25X1

After a short time as agricultural minister he became the second minister of
interior, but stayed in this position a very short time. His name is connected

keeping the mir~Btry of interior in their hands, which during the provisory
government was held by the peasant party's EiiDEI Feeenc. The communistss
knew that the only armed force in the country wastthe police and who that
controls the police controls the country. For this post they needed a strong
man and put NAGY Imre to the place as reliable. NAGY could not stand his
ground and was relieved by RAJK Ladislas.
From this time on he did not fill any important position in the Hungarian
political life. he received a professorship at the
agrar-scientific university. He was member of the Central Committee to the
of the
end also of parliament an o i icalcommittee which is the biggest factor
in the communist party. Of this committee he became a member only during his
premiership.
As prime minister he executed O { what the party wanted from him, what the
party ordered. It might haiee been some slighter deviations from the prescribed
road but he could not commit capital sins. When he became prime minister
he made a speech about the private initiatives, civil rights, etc, which
had a great reaction in the whole country. If not all but some of these
promises were realized. Internation camps were discontinued(dissolved) great
number of interned persons were freed, individual initiative encouraged etc.
Another great achievement during NagY Imre8s time, the creation of the new
popular Front. The importance of this movement that in this great social

party membership was not important in fact it was accentuated that in the first
place non party members were preferred.
The difference between RAKOSI and NAGY started during the latter's premiership.
NAYG's speech as mentioned above and in which he stated that theikulak is

was so great that the party got scared and after ten days RAKOSI made a
corrective speech in which he rectified many parts of the NAGY speech.
The address was not written by NAGY Imre but he received it from the party
to be delivered atothe parliament. Therefore the main point of the accusation
that he took an independent road, was untrue. Every speech that is delivered
in the Hungarian parliament is written down previously and presented to the
party secretariat, the same system is used for newpaper artivles.
NAGY Imes became popular. If anybody else would have been in his place the
situation would hate been the same. Somehow the Hungarian people saw that
MGY Imre dropped a straw in the sea of bitterness and the people tried to
grab this straw to lengthen its life.
Some I5i%X~J people who were jailed for party offenses were freed at this time.

RAKOSI having seen the great popularity of Nagy wanted to silence him for

NAGY stated repeatedly that they should talk overvthe matter after he gets

the matter of selfcriticism came up again. NAGY refused. RAKOSI would liked

They, (the Central Committee) did not want to exclude Nagy even from the

he was decidedly friendly to America
and to England. On the 19th of March 1944 when the Germans occupied Hungary,
PARRAGI Gyorgy was one of the first whom the Germans arrested. The Germans treated
him humanly but the Hungarian nazis, the arrow party members tortured him badly.
The Germans deported him together with several Hungarian politicians to Mauthausen
and he was kept there until the spring of 1945. At this time he returned to Hungary
and recovered physically soon, and worked with the press and also started to play
a role in politics. He became editorial writer of the "Magyar Nemzet" and on the
small landholder party platform he was elected to parliament. At the assembly he
made several anti-communist speeches and also in the press he wrote the most anti-
Soviet and anti-communist articles. Upon the recommendation of NAGY Faeenc the
former prime minister-who lives now in American he was expulsed from the party. The
communists demanded this. Everybody waited that he will be arrested for the shapp

and explained to him that for his speeches and articles he might draw a death
sentence. ZZ1RZZZZMMX f All this could be avoided -supposedly RAKOSI said-
if PARRAGI would be willing to help to win over the bourgeoisy. PARRAGI accepted.
He gradually started to serve the communist cause. First he became deputy leader
and later - after Balogh Istvan has been discarded - leader of the Balogh party.
PARRAGI is still member of the parliament, member of the Presidium Council and
editor in chief of the "'Magyar Nemzet" daily. For years now the communists have
PARRAGI in their hands and he is completely laid low to them.
The man's fate is tragic: for years he was decidedly a friend of America, and
for this he was deported even to Mauthausen concentration camp but when he started
openly on the political scene nobody defended him against the communists. Even the
leaders of the small landholders party were afraid of him because he was popular
and this drove him completely in the communist's net.
However it has to be established that he performed a tremendous destructive work.

Luring PIROS's ministership the working hours have been also changed at the AVH.
gamely under PETER Gabor the men of the AVH had no definite working hours and
worked considerably more than eight hours a dey. PIROS prohibited for anybody to
work more than eight hours and if that was still necessarcj then the overtime had to be
taken out in free days.

POCZE, Tibor.
deputy minister of interior, police major general.
CSAKI Sandor
Personally I do not know him at all. For a while as een adjutant to him.
From CSAKI I know a few things about him.
He is a member of the party. There was a time when he has been the head of
the country police. He only has the police under his authority, not the AVH.
He is a great sport fan. This,I can prove with examples. DEAK Ferenc, former
soccer palyer, member of the national select team, who has been also a police

first lieutenant, was caught in the act o ny on things) and a
process was started against him. Friends turned to POCZE, who smoothened the affair.
The soccer players turn to him for smaller and larger favors. Generally he
helps sporting people. He also has been a worker.

Political personalities of Hungary.
? RLKOS I, Matya s .
Original family name ROTH. Comes from middle class merchant family. Studied
high school at Szabadka and Soprmn. Five or six brothers or sisters. As a
young man participated in the first world war and there got acquainted with
communist ideology.
After graduating from high school received government scholarship to Germany
and England. He speaks these two languages well. During the first revolution
- in 1919 - he hardly had a role at all. First he worked at the official news-
paper of the party the "Red News". In the last weeks of the revolution his
irresponsible lust for power cased the death of thousands (the battle of
Salgotarjan). According to contemporaries, at this time, no particular talents
of his could be discovered. For a few weeks he was deputy peoples commisar.
After the defeat of the revolution Rakosi had to escape, he went to the Soviet
Union. There he attended various schools. Stalin and his company silenced
the first line guard of the 1919 Hungarian revolution one by one (Bela KUN
and his companions) and there was practically ho one left of the old guard,
who could be accepted by Moscow. Only Jeno LANDLER was accepted. This way the
prestige of the young RAKOSI grew and grew. He started to play a role in the
international communist movement. Right away he became an adherent-of ,Kid
Stalin and his line.
When the so-called white terror in Hungary(Horthy terror) faded away,Moscow
issued the order that the Hungarian communist Darty should be called to life,
be organised underground and if possible bring out In the open.
Rakosi was charged with this work. He received the task to go to Hungary and
there organise the party in some form.
Why was RAKOSI adaptable for this role?

Because he had a large circle of acquaintances. Before of during the first
world war Rakosi was one of the leaders of the Galilei Club a progressive
organisation of university students with whom at that time RAKOSI had contacts.
When he went back to Hungary these former members were mostly in serious
respaible positions. RAKO;3I expected the help of his former club mates but
was disillusioned by them. From the former friends nobody paid attention to
him. (Rakosi(s dislike of the Galilei Club originated at this time. When in
1945 RAKOSI attended the first meeting and there made a 25X1
speech with the effect that in a few weeks the club discontinued its activity.
Rakosi mentioned the above events there.) Another reason of his return to Hungary
was that he knew if he will stcceed in reviving the party in Hungary that will/$ vi
have such ah effect in Moscow that from one day to the other he will be the
(-Hungarian communists. He did not make a mistake in this calculation.
Zoltan

official opinion is that the arrest was helped by Moscow knowing that martyrdom

party will have more sympathizers. Whether RAKOSI is destroyein the struggle

MADZ:,AR Joseph, RUDAS Ladislas, were pushed in the background and RAKOSI b ecame

This was the way RAKOSI founded his future. When he became a martyr he could

some fellow prisoners. Even here there was providence that he shall not become a
martyr - GOGOS Ignatius and LOWY Sandor perished through this
hunger strike - but RAKOSI came out unharmed. With regard to his state of
health he only observed a "50 percent strike" he ate once a day, but the
fellow strikers did not eat or drink for 8-10 days.
TELEKI Paul was Hungary's prime minister when RAKOSI Matyas was freed from
the Szeged jail. The Soviet Union made an agreement with the Hungarian
government that after RAKOSI's release regular commercial relations will be
restored
resumed and the XO 1848 revolution flags will be roatieed to Hungary.
These flags were in a Soviet war museum. It is interesting that at this time
the public sentiment was very anti-communist in Hungary. Rakosi and his
helpers could not revive the communist party in the years of the 1930-s.
Instead they organised a socialist character party but this had no ground
and no strenght. The experiment was discontinued.
The Soviet union saved i3AKO-SI and VASS from the jail for tactical reasons,
it was necessary to show the world that %$~ Moscow saves its adherents and
is even willing to make sacrifices for them. Resuming trade relations with
Hungary was important for the Soviet in the first place to provide the
material need of the slowly reviving party.
According to well informed Hungarian politicians Rakosi's release was suggested
by German politicians and allegedly ERMAN?DDORF former German envoy at Budapest
played the intermediator role.
When Rakosi has been released, he went right away to the Soviet legation at
Budapest, spent a short time there and later was taken by Huingarian police
officers and Soviet diplomats to Lavocne where the Hungarian police gave him
over to the ,-oviets. He and Zoltan VASS were taken to Moscow and a great
festival was started. The slogan of that day;that Moscow does not abandon its
true sons.

In the first months Rakosi had no public role and moved around all over as
a leader of the party. However even at this time he was the unrestricted

In 1945 only GERO Erno remained close to RAKOSI, all the other true followers
were compromised; REVAI Joseph, FARKAS Michael, VASS Zoltan, etc. RAKOSI
reached the stage that he had arrested the head of the secretariat DONATH

In April 1945 RAKOSI moved from Debrecen to Budapest and had an apartment

MAJOR who wrote an anti-Tito play, is now working on exactly the opposite

Once RAKOSI liked sports for the popularity values. However at one occasion
the security men found a hand grenade close to RAKOSI's loge at the Dozsa

sport events. When he has to appear at the Peoples Stadium there are at least

Objectively skeaking, it has to be acknowledged that RAKOSI Matyas is very
educated and well read man. Among the emerged personalities in the Hungarian
political life since 1945 RAKOSI takes a prominent place by his intelligence.
He planned the political strategy of the communist party. However he is a bad
judge of character. Until now he had to be disappointed in every man of his

RAKOSI is in closer firendahip-among the Hungarian politicians- with HAZI
Arpad. R.is the godfather, and his wife the godmother of the HAZI children.
From political considerations way back in 1946 he did not proclaim his
struggle against the Church and his wife held the NAZI children for baptismal.
At that time the "Kepes Figyelo" magazine published pictures of the occasion.
His human weacness, that after his rise to power through the Soviet armies
he had arrested every prison guard who mistreated him during his jail time
at the Vac jail and at the Szeged Csillag prison. Several of them were
liquidated and other sent to jail. Objectively it has to be stated that among
the communist politicians he is the most educated. With some exaferation it
could be said that he with his intellectual capacity ma emerges from the
Hungarian politicians of the last ten years. Hoover here it has to be added
always
that his politics was u~lt up on the bayonets of the Soviet army. He could
always ascertain who are the politicians whom he had to W fear and he
tried to win them over by bribery aor threat) and if not he liquidated them.
For instance, he feared the pen and popularity of PARRAGI George, the writer.
was su ~oned to RAKOSI who after the

RAKOSI Matyas. -9-
It is natural that he speaks the Russian language almost perfectly. It could
be said in his favor that he forced his wife to learn Hungarian and in public
places talks to her in Hungarian. This same cannot be said about other leading
personalities who communicate with their Russian wifes in Russian.
At present, RAKOSI's biggest problem is tae clearing up of the Tito matter.
Hungarians led the anti-Tito campaign,
among the satellite nation. In this RAKOSI took the palm. He lased first the
expression of "chained dog". Now he would like to out all the blame on
PETER Gabor and his gang. At the same time his speeches and writings do not
prove this. :it the reopening of the RAJK case, he stood on the forum before the
people and claimed that he hesitated for days until.his decision was made up.
And today hypocritically he received the RAJK orphans in his villa.
RAKOSI: Who is your father?
The RAJK childs I have no father.
RAKOSI: Yes you have. Your father is the great Party!
The clearing up of the RAJK case is going on for months now, but no solution
can be found that RAKOSI would not be involved and therefore the case is
dragged out and the decision is delayed.
RAKOSI is on very 25X1

From the beginning he was interested in the Free Masonry movement and
considered this movement p(' from the view point of progressive communism
as the greatest enemy of the party, even greater than the Church.
He had a decisive role in the party machinery. For a long time he was a member
of the political commission of the party. He is an unbelievable repulsive,
hard, mean intentioned man.
Hungarian intellectual life is his sin. This he carried throgh with a
rigidness of steel and with inex, oeability. In Hungary professor of
university could be only a person whom he accepted as such. He had a special
file for university professors.
REVAI is known as a puritan man who never took part,in business ventureq,
or in helping of peo# e.
REVAI put his brother
Rezso first at the head of the nationalised file industry and when this failed
to the Radio but the brother could not hold his ground at either places and
is now director of the Hungarian television company.
REVAI is a great enemy of the newspapermen. Thanks to him the collective
contract of the newspaper writers is very bad. His brother in law SZANTHO

RCNAI is an old man of the workers movement. Original trade bricklayer(mason).
He was secretary of the social democratic party at Miskolc even before 1945.
At this time the workers of the vicinity and the left side elements acknowledged
Ronai as an authority (in labor matters) because he bravely struggled against
the Horthy system's authorities. He remained in this position even after 1945.
His situation changed only in that respect that he became member of the parliament
on the social democratic ticket.Since then he is ininterruutedly a member of the
legislation. At the end of 1945 or at the beginning of 1946 when the social-
democratic party received the ministry (the portfolio) of public alimentation
RONAI Sandor received this position. RONAI did not do anything at all here (in

former minister of Hungary to France.
REVAI
He has close family relations to 1I Joseph the former chief ideologist of
the party. Through this family relationship he obtained that years
ago he was nominated to the post at the head of the Paris legation. At that
time it was said that the Paris legation is the best from Hungarian point of
view because it informed the best, about everything, and in the proper time,
the government organs at home and that the legation 'anew about everything which
was important/ from Hungarian point of view. This service was organized by
SZANTO. When he came back to Hungary from Paris in 1953 a press and propaganda
bureau has been organized next to the council of mini$t#'s and SZANTO became its
head with the rank of minister. At this time the Hungarian press breathed some-
what more freely end dared to criticize more than ever before. SZAMO prompted
the newspapermen that they should criticize.
When the new-era policy came to an end, NAGY Imre has been let go, and the mentioned
bureau discontinued. However, SZANTO has not been dropped but nominated at the
head of the largest mass-organisation the Hungarian Soviet Society, as president.
SZANTO speaks Russian well, he lived there for years. 25X1
At this new place he received the primary task that the broad mass of youth should
be not only organized as members but be connected in the active work. The confidential
resolution of the central mall'gement stated that SZANTO should teach the youth to
love the Soviet life forms, Soviet art and Soviet culture throggh the activity of
his society from which they yet shy away - as the party resolution stated.

He has worked at various party organisations all over the country for years.
During the last parlimentary elections he has been elected as representative.
As a man who knows the countryside he has been elevated to ministerial rank
and named gathering minister. He shamefully failed in this position. He did not
understand anything and no power to carry out the party resolutions either.
After only a year of ministership he has been relieved. To be fair to him,
it has to be mentioned that at the beginning of the beginning he already
repeated that he does not understand/ the problems and does not want to accept
the job. He was told that a good party member does what the party tell$him to do.
He accepted tI:e party decision.
After his ministership, he received some nominal post, became leader of some
enterprise but this is not important. He became a party worker, a rural instructor,
whose task is the visiting of rural (county) party organisations and there to
help to comply with the party instructions.
