However, there are critical defects in the field of e]eotric-power development. The 195 Plan to expand the power-production capacity was not fulfilled; an additional productionapacity of only 52.6 megawatts (instead of the planned increaEe of 159.6 megawatts) was installed. Furthermore, it can be seen from the results of the plan to fulfill the electric-power program in the first half of 1952, that the fulfillment of the 1952 Plan is also seriously jeopardized. The reasons for these failures are attributed to the inadequate sense of responsibility on the part of the directors of the appropriate government agencies, such as Fritsch, State Secretary for Coal and Power, Adler, the director of the Main Administration for Power, and Ziller, the Minister of Machine-Building. Details are given describing the negligence and lack of initiative each of the key officials was accused of. The remainder tX$ of the report contains 13 directives issued by the Presidium to the Ministries and State Secretariats copcerned with electric-power output, that is, all agencies involved in planning work, materialrocurement, machine-building, etc., connected with the production of electric power. The directives specify the duties, obligations, and responsi- bilities of each Ministry and State Secretariat, in order that the construction of electric. power capacities totaling 340 megawatts, as provided in the 1952 Plan, can be assured.
