To overcome these difficulties the CGDR government, in August 1951, set up engineer
collectives, consisting of 4-6 specialists, in all important branches of production. These
collectives were charged with the duty of investigating the 3ancmmm reasons for the short-
comings. The engineers for the collectives were selected according to their qualifications
and not according to their political beliefs.
The initial reports of the engineer collectives all agreeAthat the existing
organization of the people-owed economy`" the cause for past failures. A reorganization
had taken place in 1951,when the so-called key enterprises were removed from the jurisdictio:
of the VVB's (federations of people-owtimed enterprises) and placed under the direct admin-
istration of the respective ministries. The reorganization proposals of the engineer
collectives provide for liquidating the VVBts and for placing the enterprises under the
guidance of the respective key enterprises..
For that reason the management of the key enterprises is to be placed iniw the hands
of experts who are to be selected for their technical qualifications only. Various ministrie,
concurred in these proposals. Therefore, humerous personnel changes may be forthcoming
in the enterprises of the GDR people-owned economy.
The current efforts of the GDR government to foster the creation of a"technical
intelligentsiaN must be considered in that light. Since the end of 1951, employees in
higher administrative positions of a technical nature down to master technicians are no
longer exposed to political. pressure. These employees need not participate in political
meetings or training courses; furthermore, they are not forced to belong to a party or to
mass organizations.
